The Challenge

Sri Lanka's TFA implementation spanned 16 government agencies with no unified system — progress was fragmented, coordination was manual, and there was no transparent, data-driven view of national trade facilitation performance for decision-makers.

Project Overview

What We Built

Loons Lab developed a national progress monitoring platform for the International Trade Center (ITC) — designed to track implementation of the WTO Trade Facilitation Agreement (TFA) across Sri Lanka's government organizations.

The system connected all 16 government organizations managed under the TFA agreement — alongside donors and private sector users — with a total of 49 active organizations. Progress data was captured, structured, and rendered in graphically enriched dashboards accessible to department heads, general managers, and authorized stakeholders.

Delivered in 12 months (June 2022 – June 2023) and supported under a 3-year maintenance contract, the platform provides the ITC and Sri Lanka's trade governance bodies with a sustainable, long-term national monitoring capability.
