Case Management Systemfor Human Rights Commission
A fully digital case management platform enabling the Human Rights Commission of Sri Lanka to handle every complaint — from intake through investigation to closure — with complete transparency and accountability.
The Human Rights Commission of Sri Lanka managed thousands of sensitive cases on paper — no visibility, no tracking, no public accountability. Loons Lab changed that.
What We Built
Commissioned by the Human Rights Commission of Sri Lanka through UNDP, this project digitised the core operations of human rights case handling — from the moment a complaint is filed to its final resolution.
The platform serves every level of the organisation — from clerical staff processing intake to commissioners reviewing reports — all through a single unified system with role-appropriate dashboards and controls.
Project Role
Key Features
Built to serve everyone — from the person filing a complaint to the commissioner signing off on a resolution.
Full Case Lifecycle
End-to-end management from intake via website, walk-in, or hotline all the way through investigation, reporting, and final closure.
Document & Letter Generation
Auto-generate official letters, summons, and documentation directly from the system and print ready-to-deliver copies.
Officer Scheduling & Visit Management
Assign work schedules, plan field visits, manage routes, and track outcomes of officer inspections.
Public Case Tracking
Case victims and reporters can view real-time case status online, building transparency and public trust.
Mobile Officer App
Field officers view daily visits, enter visit details, perform audits, and capture inspection data on mobile.
Customisable Dashboards
Role-based dashboards for clerical staff, officers, directors, and commissioners with efficiency and closure-time metrics.
System Capabilities
Three interconnected layers serving internal staff, field officers, and the public.
Public Access & Transparency
Case victims and reporters can access the Public Case View — a secure portal showing the real-time status of their submitted complaint without exposing sensitive details.
This builds trust between the commission and the public, ensuring complainants are never left wondering about the state of their case.
Case Status Visibility
Victims and reporters see live progress at every stage of their case.
Privacy Protected
Sensitive case data is never exposed — only status and stage are public.
Multiple Intake Channels
Cases accepted via website, walk-in, hotline, and more.
Real-Time Updates
Status updates appear as soon as officers process actions in the system.
Scale & Delivery
A system trusted by the highest levels of the commission, used daily to protect human rights across Sri Lanka.
Every human rights case — from intake to closure — moved from paper-based to a fully digital, trackable workflow.
Clerks, officers, directors, and commissioners all operating simultaneously on a single unified platform.
Full system — web platform, mobile officer app, and public portal — delivered in March 2020 to December 2021.
